Well, it's very important that your web pages of your site should be load with in few seconds because if it takes a long time then this thing can frustrates the users and they will quickly go to another website and this will be very bad for your site because this will be increase the bounce rate of your site... so it's the responsibility of the designer that the web pages of the site should be load within few seconds...

not entirely true. It also depends on how much traffic your website get's.
If you count on x ammount of users, but you suddenly get 10 times more on a normal box, it will naturally slow down. Especially with a mySQL powered site it can happen.
Ofcourse, bad coding will result in a slow server way faster than proper code, but the code isnt the only thing that matters
