how do you manually create custom BBC tags?

If you wish more help then write precisely what you tried, post the code which you tried, eventually the error message which was caused by it etc...

I installed the Custom BBC mod after installing the two other mods it requires to be installed, since the package manager dosen't work because of disabled php settings i read the .mod files in notepad and made the edits manually, once done i uploaded the files and when going to the forum got a blank page.  To fix the problem i had to backup the database, re-install smf and restore the database.

Or you could've done it the simple way and just re-uploaded a fresh copy of whatever files you uploaded previously. Either a) Whatever you edited it in screwed the format when you saved it (Dreamweaver, I've noticed, is infamous for this) or it was uploaded in the wrong format. No re-uploading every file and installing SMF again, no restoring the database. People often make the mistake of thinking that if you edit a php file and upload it, and suddenly the forum doesn't work, that their database is somehow destroyed or completely screwed up. It'd be once in a blue moon when that thinking was actually correct.
