specific windows posting message

hey all, i dont know if its possible, but this will be a must for me.

well, i created a section for post links (site links, owner site links, reviews sites ect..) and i want to know if its possible to implement inside the post editor windows a box choice with the name of all section like this, the message can be sent directly in concerned section...
and is it possible to add some text box like Title and link with obligation to fill the box
