How to enable members of my forum to post a profile picture

I had a forum years ago but shut down because well cancer had me in it's grip.

I just started a new forum a few days ago, How to enable members of my forum to post a profile picture. I searched and searched and just can't find how to enable this function.

My profile is old. My new forum is hxxp:postiecommunity.com [nonactive]
