The newsletter selection isn't done by a single table or element; you pick the people it should go to when you start creating it (which is based on a list of groups and who is in those groups at the time), adjusted by the preference to not receive (or the option to override)

The list of who the newsletter is then sent out to is produced but it's never stored beyond creating all the emails and PMs.

Better question: instead of focusing on how you want to do something, why not talk about what you're trying to do?
