Submenus of submenus; Editing secondary menus

First question: Is it possible to have a menu of a submenu? For example:

My "Admin" tab contains a submenu "Logs". I want it to display another menu that lists all logs that admins have access to (error log, administration log, etc). I know these are located in Subs.php

Second question: Is it possible to edit secondary menus, if that's what you call them?
Example:


I want to edit the area's that contain "Main, Configuration, ..." and "Error Log, Administration Log, ..." Where are these located? I tried to find them in Subs.php but couldn't.

The area that says Main, Configuration, Forum etc. is stored in Admin.php.

It would help to know what you are trying to do rather than just fumbing around with the file because the code is a bit different (as it does things the main menu does not have to do), like permission enforcement.
