[Fixed]Upgrade Problems

Upgraded from Beta to RC.

Everything was fine but could not download or install packages. SO I chmod everything and that still didn't do it. I noticed under server settings that the DB password wasn't right so I fixed it and pressed save. Then it took me to a white page with the maintenance mods message at the top.
