Modders are free to do so however it is something we don't generally encourage because mods that haven't gone through the mod site and been checked for errors and security issues.

As I said back in October, we've all been extremely busy, especially now that RC2 has been launched - I had 29 mods to update for it, and other mod authors have been very very busy too.
