Tested with simplemachines.org Community. I get this with both Firefox and Chrome.
When I collapse a category, the border starts looking wrong (see attachment). The weird thing is that it stays that way even after I re-expand the category and until I close the tab.

Yes, it is. And a dev just testing it on a pre-release browser, as opposed to the other 90% of the market isn't really good testing...
A dev just made an offhand comment at the time. It wasn't meant to be comprehensive testing. :P
