Incorrect id_topic in quote links

I'll mention it to my guy.  Think he's only found two of these since I got him back running and upgraded, but maybe he'll want to run the diagnostic and see how many there are.

Actually, I do it very often... especially on 10+ page threads when a member quotes something from the first page. There is no such thing as an old thread on my forum, every thread can be revived.

Although... I have to admit that I've never come across a quote link that didn't redirect me to the right post, so... yeah, I guess it's probably pointless to fix something that "might" happen in some rare cases ;).

Not working with UTF-8 posts. Boards show up as they should (as expected), topic names too (also as expected), but not posts. Every single post that has quotes in it is mangled (question marks instead of characters).
