Reinstalled to 1.1RC2, moved server, Permissions not Allowing 'Modify Post'

SMF Version: SMF 1.1 RC2
I just moved my site and reinstalled with a fresh download of RC2 and everything seems to be fine except for a glitch with some membergroup permissions.  I have already added the files Bloc posted into the Sources file but this doesnt fix the problem.

The problem:

My membergroup 'Accepted Member' gives members permissions to post on the forum in most boards.  But since the reinstallation, it appears to give the permissions to modify in both the board permissions and membergroup permissions but there is no option on posts except 'quote'. 

Can anyone point me in the right direction as to how I can fix this
