Reuse my data back up

How cna I upload and change the data so it uses my backup:?

Create a new database from scratch and then import using phpmyadmin if you have it. Then just point SMF to the new database with the old stuff in there.

What if I can't log in to change it? Should I change it in config.php I think that is the one with info in

Your settings.php file for example should obviously match your new database settings. Don't totally understand your question about config.php as SMF has no such file we use settings.php and settings_bak.php

Oh sorry, settings.php it is.. but yousure the logging in problem is due to database ?

What is repair_settings.php?
Try running that tool
