Add restore_backup.php to "Restoring a Database" Page

I think it would be helpful if you added the restore_backup.php file and information (about the file) to the page on Restoring a Database, in the SMF Manual (http://docs.simplemachines.org/index.php?topic=403)

The php file is a great way to upload a backup and I personally think it is easier then going through phpmyadmin.

Just a suggestion.

Ok, I wasn't sure because apparently you have to register a new user name to post.

I thought that maybe it was restricted to certain people.
