Hide My IP?

Can this program (Hide My IP) really allow banned IP users to come back? I maybe having a real problem with one of my forums cause of this. Can anyone please help me?

IP banning is easily bypassed by anything that masks or changes someones IP inluding dynamic IP's and proxies.

So then any forum can suffer from extreme spamming over and over again without stopping it if someone uses a proxy?

if its an actual human doing it yes ... 99% pf the time the spammers are bots and can be stopped easily with captcha & adding custom registration fields.
