Thai charset but got weird character

I've been trying to search the board on charset issues in the past 3 days.  I did even try with thai smf community forum (it was so quiet there).  But it still didn't work out well for me.

I'm moving from one hosting to another.  The latest hosting, I've installed 1.0.4, and for the (to be) the old one I've 1.0.2 installed.  This problem has occured even before I restore the database from the old forum.  I've change the charset both in index.template and index.english as well as index.thai (the latter I've download from this site and already got TIS-620 as a charset).  Still when I change the setting of the board to Thai language or even English, it'd show up in some Chinese character and question mark and weird stuffs.

Seem like it is always auto select to be UTF-8 and not Thai (windows).  I can't be bother to change the encoding everytime I need to view my board.  How can I get it work properly?  My old board also used charset TIS-620 and it work well, but not this new one.  Oh I did try ISO charset as well, it didn't work well either.

What steps did you take to change the character set?  Did you try UTF-8?

The language files need to be saved in the same character set as is specified in them.
