Change Private Message Notification

I would like to know how to change the message that the private message notification. I would like to have the instructions moved to the top and not at the bottom. As the users do not seem to read and I get their responses instead of their intended recipient.

What version are you using?  I'd swear the instructions were moved to the top.... but I might be wrong.
