Installation problem.

I'm currently learning to install it and now i encounter this new error message


what is this mean?
What are the factors of this error?

I already talked to my server administrator and she said the server is not busy.
I also increased the bandwidth of the website.

It means that you havent run install.php yet.

You'd better be quick about it, having install.php can compromise your site.
