Color me clueless, but, how and where does one install a new theme?

Browsing the Admin center I read about the July 4th theme, and would like to make it an option on my board.

But for the life of me, I cannot figure out where to put it.

Do I download the zip file and extract it to my server?

Or, do I download the zip file, extract it to my computer, and upload it to my server?

Or, do I do all the above, and simply install it from the folder on my computer?

If so, which file do I browse to to get it going?

In most cases, you can usually just go to Admin / Themes and Layout and then scrolling down the page to:

Install a New Theme

From a file:

Then you can just upload the zip package using that form.

So I upload the zip package to the server (via the cpanel) and then unzip it from there?

Why do that? As I said - "Then you can just upload the zip package using that form." If you browsed to that section, there is a "Browse" button, clicking that will open up a window where you can locate the theme's zip file. All that is left is clicking the "Install!" button. If things are set up right, hopefully that would work.
