Need Language Files

I don't exactly know where to go on this.  Basically what I've done, is installed smf 1.1.2, with TinyPortal 0.9.8.3 on top of it.  The reason I chose SMF 1.1.2 was because of a TinyPortal 0.9.8.3 mod called Treasury which is only compatible w/ SMF 1.1.2 and TinyPortal 0.9.8.3 at this time.  Treasury is a mod of TP.

Upon installing Treasury, I now have missing links.  Treasury doesn't appear, as it should in my Admin CP, or my top menu.  I know this is traced down to missing language files.  I recently purchased a new host, and will be dumping my other one, soon, because it has been having some problems and plus my new one is much better.

When installing with my soon-to-be old host, it used Fantastico to install SMF 1.1.2.  After installation, there were many language selections.  For my new install, I went into the archived installations and found a full installation of SMF 1.1.2, on the second page.  After examining the number of choices for languages, it looks like I only have 1, and that is "English".  I'm a bit surprised, because I've used this selection before, I think and it worked.

My question is, where can I get the correct english language file for this, and how would I install additional language support?
