How to Unlock or Reactivate a Member Account on Email Change

How can I unlock or reactivate a member's account? One member changed his email address yesterday and is getting this message:

QuoteThe username/password cannot be validated, or your account is locked out or has not been approved yet

Perhaps he never received the email message or deleted it. Either way I need to be able to allow the member to log back in. I've looked in Administration (it shows Awaiting Activation(0)) and in the MySQL smf_members table but don't see anything obvious and can't tell what needs to be set to clear this up.

In the smf_members table see if the members is_activated field is set to yes :)
