Ok this is dumb questions, BUT So lets say I am building a new theme and need to test it and view it many times before I make it live. Is there a way so that only the admin can see this theme in full use (not just preview) whilst the rest of the board members do not?

You cant turn off 1 specific theme but  you can disbale people from changing themes.

Admin -> Theme and Layout Settings ->  Theres a checkbox that says "Allow users to select there own themes"

If you uncheck it they cant change anymore and you will be able to test your theme.

Id like to be able to assign a theme to a group(They will only get that theme)  and allow groups to pick a theme (only themes that that can pick from).

Its a forum wide thing just now, you could request it as a feature or a mod and that might not be that hard to code but someone will need to make a mod.

How can i test a theme fully without selecting it and in doing so, wont everyone be seeing this theme? I see the checkbox about not letting others change themes but while I am testing a them, how would i turn that on so I can test it?

As Admin you have access to the control panel which is where you would select your new theme and do your testing and altering.  Members can't get there.
