HELP NEEDED

Hi Guys

New to this software.
We are setting up like a chat site and cat fanatics site so like what do i need to like what do i down loads?
How do i install? Do i need a server or just a computer? Does this software include everything?
After we install do we need to write our own codes?

I know abit about this stuff not alot and your help would be much appreciated!
