One reason might be that you alerted the settings.php file.

Open settings.php and change $maintenance to the value "0".

I was going to say the exact same thing, just a sec. to slow.

Been hacked? Currently there are no security vulnerabilities in SMF 1.1.5. I'd suggest making a security report if this "hacking" continues.

I'd beg to differ.. Someone kept putting my forums on matnience mode without being an admin.

Does anyone besides you have access to your Forum files(FTP)?

If you believe there are security issues with SMF 1.1.5, then please report it. No need to try working around an issue only to have other issues arise from the workaround.

More likely than not, you have set the permissions incorrectly or it's a host issue that caused the hacks. I usually CHMOD my Settings.php file to 644 unless I need to change something on it.
