Well...
The main question is in the title.

Is there any way to make global moderator able to edit user permissions, without change his profile to administrator?

EDIT: Sorry guys, I didn't noticed that there is a Child Board of questions like that.

the modification is only for SMF 2.0.x

Go to Admin - Permissions then modify the "Global Moderator"

The interesting permissions:
Member administration
Moderate forum members
Manage and assign membergroups
Manage permissions

Manage ban list
Send a forum email to members

yes, this is a core feature. Your GMs only need the "Manage and assign membergroups" and "Manage permissions". Then they are allowed to change group permissions.

the modification for 2.0.x is a enhancement and splits  the "Manage and assign membergroups" permission into four separate permissions: "Manage membergroups", "Moderate membergroups", "Assign primary membergroups" and "Assign additional membergroups".
