Preview vs Live: Text & Image Buttons

I'm a newbie but have spent a fair amount of time trying to figure this out and searching the forum.  I hope someone can help... here's the deal...

I tweaked the template a bit and now my menu buttons are text on the live site.  I want the buttons back so I go to edit the template and they will in fact show in the preview.

Can someone help me resolve the conflict between preview and live so I have the buttons back?  I should be ok if someone could point me in the right direction.

Changing:
settings['use_default_images'] = 'always';

from "never" to "always" did the trick but seems to have changed a couple other things around.  I'm set with this for now unless anyone else has anything to add.
