Notification policies management by an administrator

Hi, I need help: I should like to know how to manage notification policies as administrator.

Usually smf allows each user to manage notifications, i.e. the user can turn notification on when he posts or replies to a topic. Administrator cannot do the same thing. How may I change the notification for a single user or for an entire category?

The only thing you can do is change a user's notification preferences and unsubscribe them from boards or topics they're already subscribed to. You can't add new notifications for a user.
