cant find certain area

Where would I do this at I cant seem to locate the area:

Disable member registration completely (allowing only moderators to register people).

Change the 'Method of registration employed for new members' setting to 'Registration Disabled', you can find it in your admin panel under 'Registration' -> 'Settings'.
