I installed a good theme and was wondering if there is a way that I can make it so that only certain member groups can see it. Is it possible?

Try using the Change Theme Permission mod to do this.

I have a version 1.1.6 forum, that isnt capable with my version.

It works for SMF 1.1.4. its likely that it will work for any SMF 1.1.x version. Have you tried installing it?
