can't upgrade to 1.1.7

For some reason, if I click the "upgrade to version 1.1.7" link in the admin control panel, I get a 403 error. That's odd because the only difference between the admin pages and the upgrade link is the GET variables behind index.php...

Anyways, so I try to manually download the package from the SMF main site and upload it to my site. I tried all three versions (.zip, .tar.bz2, and .tar.bz2), and I get either of these two errors:

"The package you tried to upload either is not a valid package or has become corrupted. "

or

"The package manager currently allows only these file types: zip, tgz, tar.gz. "

So how can I upgrade?
