changing the text "User ____ has blocked your personal message." ?

I would like to change the text "User _____ has blocked your personal message." to something else. We are looking at doing a few things to our board and that message seems very antisocial with the direction we are thinking of going. I would prefer something like "user inbox is currently full. Please try again later" or something to that effect when members want to block PMs. Where would I find this to change the text?

It is in your default/languages/PersonalMessage.english.php file and is defined as the $txt['pm_error_ignored_by_user'] string.
