large forum phppbb when converting posts get internet server error

I am converting a very large forum
things go well until I come to posts
then in the middle of converting I get internal server error
Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request...............


convert.php?step=1&substep=15&start=33200  from here I get the problem

What does the apache error log show?

I am not sure but I see
SQL injection attack blocked by Modsecurity

can the mod security be the reason?

If so what should I do on a shared hosting?

What is the exact error, does it relate to convert.php, if so then it's some overly harsh rule.

I changed the charset and it seems it was solved but have a new problem now
