i can add me to my ignore list,
and i can add same person to ignore list and buddy list,
and i can add administrator to my ignore list, is this normal ??

Which version of SMF?

AFAIK this isn't a bug, it's the way it's always been designed (it has never checked the two)

And yes, you can ignore the administrator. It will on 2.0 hide the administrator's posts (with a 'You are ignoring this person, click here to read the topic' message) but I don't believe it prevents the admin from sending PMs.
Holder of controversial views, all of which my own.

i can add me to my ignore list,
Confirmed. You can still send PMs to yourself, though, regardless, by the looks of it. So while it doesn't make much sense, it's not preventing normal functioning either, as far as I can tell.
Similar, though a little less surprising: you can add yourself as buddy, too. http://dev.simplemachines.org/mantis/view.php?id=439

It seems to send the message then, which is probably safer anyway, in case we allow this.

As mentioned, it will not prevent admin PMs from reaching you, which is a relevant wanted behavior. I agree though, that it could also tell you it won't matter, if allow it at all.

[side note]
Then again, as a side note, if SMF would tell you you try to ignore an admin and wouldn't let you, then in order for the behavior to be consistent, it should also check and warn or remove from ignore lists new admins, that is, members which were ignored, then became admins. Just an idea to remember, in case we shall change the behavior.
[/side note]

Thank you for your report.

To-do lists are for deferral. The more things you write down the later they're done... until you have 100s of lists of things you don't do.
