Missing Button on Forum

Greetings All,
I am missing some buttons on my Forum and as such no one can post a message.  The buttons I am missing are  "Mark Read", "Notify", "New Topic" and "Post new poll" .  Am I missing anything in the configuration?  Please help.

Have you given the groups the correct permissions? Are they missing for admins as well?

I have all the Admin buttoms and I think I have given all the groups privileges.  I actually created a group called "Everybody" and I tried to give them all the privileges I could for now.  I will be revoking them as I understand how they work.  Please give me a guide of how to give privileges, maybe I missed something.

If you have set the board to local permissions set it back to global permissions.

I am so lost.  I did not quite get what you meant by "set the board to local permissions set it back to global permissions.".  The Forum privileges were the default ones after the SMF integration with Joomla.  All I did was create the forum categories and topics.  So I do not know why this is happening.  I wonder if it is as a result of my editing the files while integrating SMF and Flashchat.  Do you know what file is the code for "Mark Read", "Notify", "New Topic" and "Post new poll"?
