hey i was just curious to know if it is possible to move a thread in a topic down or up the page

No. The only thing you can do is make a topic sticky, so it's at the top of the listing.

There is a mod to order *sticky* topics though.

Otherwise they're ordered sticky topics, by most recent replied to first, then regular topics, most recent replied to first.

Or, as a theme/profile option you can choose how the topics are displayed (latest post first, etc.)
