Okay, here are the specs we are trying to convert...
Old forum (still active) phpBB 3.0.1 located at http://www.ucora.org/forum_ucora3/index.php

New forum (not being used yet) SMF 1.1.12 located at http://ucora.org/forum/index.php

I set up the forum on Host Gator using their Fantastico program, then upgraded with the package to 1.1.12.

This is the result I got...

Sorry, the database connection information used in the specified installation of SMF cannot access the installation of phpBB3. This may either mean that the installation doesn't exist, or that the MySQL account used does not have permissions to access it.

The error MySQL gave was: SELECT command denied to user 'i4x4give_smf1'@'localhost' for table 'phpbb_users'
So what does that mean?  Am I out of luck?

I did not get any resopnse on the PHPBB board, so I am trying here, in desperate need of help please.

Make sure that either the installs are using the same database or that the databaseusers have full access to both databases.

Okay, so I am reading the instructions again from the online manual, and I am stuck here:

Note: The converter will not work unless SMF has access to the database that the forum you're converting from is on. For best results, you should install SMF on the same database as the forum you're converting from. If this is not possible, you will need to make sure that the database user account being used for SMF has access to the other forum's database. If you are not sure how to do this, please ask on the forum and someone should be able to assist you.

So am asking for a rundown, SMF created the database, so how do I do this?  As detailed as possible please, I am a bit lacking on the data base understanding.

Your host is Hostgator? If you login to the hosting controlpanel, open the menu option mySQL databases.

Now, under "Current Databases" , there's a scheme with the name of the databases, the size and the users.

Click on the username (or names, if there are more) and make sure the option "All privileges" is checked.

Now, if your phpBB database has a different user than the SMF database, you'll need the users to have access to both databases. If you scroll down a bit, there's a drop down menu that allows you to add users to a database. Add the phpBB user to the SMF database, and the SMF user to the phpBB database.

Okay, so it says everything was converted successfully, but when I did it, the forum was in maintenance mode.  So now I can't log in to my user I had before the convert, it says does not exist, and my admin level user on the old forum will not log in either...

any ideas?

open your settings.php file and you will see how to change the forum to not be in maintenance mode, then you can attempt to log in like normal. You may require some changes to allow SMF to use the password hash from your old forum, some searching on this forum should point you in the right direction.

done and done, I actually started over and went step by step.  Success is sweet, thanks guys for the help.
