General announcement on the front page

Guys, is there any way/place to have a general announcement that anyone can read?  I don't mean a sticky post - something more like a banner announcement.  I'm trying to let spammers know that my board is spammer-unfriendly since it doesn't allow regular members to post links or create sigs.

In the alternative, some way to block registrations from non-US IP addresses would also be good.

Have you searched the mod site for IP restrictions on registrations? In addition, you should look on the mod site for a global announcements mod.
