Theme problems.

1-When i login as Admin the "new" icon beside new posts dont load properly mean i see only the text that is "new" but not the colour, but when i login as a member everything looks alright.

2-As admin i see the quick reply but when i login as regular member i dont see the quick reply.

Hi,

1. can you verify which is the default language for your forum and which language you have set for the admin?

2. in theme options there is a way to set the default options for registered members to include quick reply enabled by default.
