into a Quote Header

Time Offset should be reconstructed

from the relative (Server+Time Offset) system

to the (GMT+Time Zone) system

which is adopted by the World Mankind.


Otherwise the quotes being plagerized on the one side of the planet

will show False Quoting Time

after copying them at the others sides' servers.
