Changing toolbar size

im wanting to change the toolbar and topbar like so, i thought it was in the index.css but every time i edit that it doesn't work just messes up. sorry for the crudely drawn picture in paint, the arrows are pointing to what i want expanding and where. thanks. (the theme im using is zentoa on smf 2.0.2)
