Customizing registration fields?

This document lists "Add custom registration fields and decide whether they are required or not" as a feature.  But I haven't been able to find that feature.  Is it just a matter of editing the templates by hand, or is there an admin feature I just haven't found?

Admin > Configuration > Core features:
Enable Advanced Profile fields!

Then Admin > Configuration > Features and Options.
