I was sure I would find an old topic on this but didn't.

I created some new member groups and deleted all the post count based groups. Now I am trying to figure out how to setup registration so it will make "Chapter Member" be the Primary/default without having to select it each time.

One of the weird things about SMF is that you can't, actually, have no non-post-count groups. There HAS to be one.

What you want, from what you've said, is something like this:

Remember my sig, before you install ANY mods, woncha? ;)

Okay, the MOD installed just fine.... where do I find the ID of the membergroup???? It is not obvious to me at this point......

I'm not sure of the "Official" way. But, if you go to Admin>Membergroups>Edit Membergroups, you'll see a list of the membergroups. With Opera, if you hover the mouse over the word "Modify", to the right of the groups, it shows you something like "http://www.blahblah.co/index.php?action=admin;area=membergroups;sa=edit;group=1"

The "group=1" bit tells you the group ID. If your mouse hovering doesn't pop-up something, like that, try right-clicking and selecting "Copy link address", or whatever your browser says, and paste it somewhere.
