Report user to Moderators

I understand you can report a single post to the mods, but is there a way to report a member?

As of now there isn't, but you can report PMs as well. I think this stems from, what would you report a user for if it didn't have to do with a post or private message?

Not really sure of need, I guess just to report general troll users etc. I'm working on a custom skin for a client and they have a button for it on the design spec for the user profile screen - but I guess it will have to be left off.
