Set the number of seconds the user must wait to post again

I would like to let my users post without waiting 900 seconds each time. How do I change this?

This is one of the few things that's in the most obvious place you can think of.

Admin>Posts and topics>Post Settings>Courtesy edit wait time.

You might want to change "Time required between posts from the same IP", too.
