Connection Problems - Cant access my forum

I cant seem to access my forum at hxxp:hcdiv.webege.com [nonactive] - it just says connection problems and that the server is busy 

I cant imaging why the server would be busy, I am pretty the only one who uses it, and the forum only has 9 members 

On another note, how do I access my root files - I want to add custom buttons and drop down menus via Sources / Subs.php, but i cant find the root files. 

I need this site up and running ASAP because a fair amount of people will be joining the forum as I run a haxball league that is switching forums between seasons.

Who are you hosting with? Is it some cheap shared hosting?

Here is what:

1. Contact your host and see what the issue with resources is for your account
2. Get ready to get some kind of real hosting.
3. After your site is moved then you might be able to get working on those buttons.
