Problem with activation link for registration

Hello, for some time Forum SMF system does not send activation link for registration. I looked at the settings, but not changed. Back old backup files on the forum but did not change - not resend activation link.

SMF 2.0 RC4

And it's an even bigger no no since the license has been removed before 2.0 became BSD.
