I have some ideas:
1. Your forum should have some images (logo, background,..) related with Grand Theft Auto!
2. You maybe try to install RPG Stats mod that similar with CJ stats in GTA San Andreas -))

It's no problem with no one register! You could run a website with your passion/interest, such as: write articles, review news,...

I think the first 100 members are the hardest ones, then it is all about word-spreading and good content inside of it.
People is now registering to my own forum just because i have described what we will be doing (revolutionary MMOFPS, Massive Multiplayer Online First Person Shooter) and sent them individually a preview of a single weapon. Each person might become 1000 people in the future with word spreading. You should have started telling your friends to register then meet someone maybe playing online at GTA itself and telling him about what you were doing and helping him to register.
That's what i am doing and it really works, ok it takes some time but the Pyramids haven't been built in one day.
