We know LOTS of coding...  With coding, you can do almost anything....   So, out of the pool of "everything", what, specifically, are you trying to customize or do with the buddies system?

i want to add a new block on boardindex whereby users can find other users who are not on their buddy's list...block name= BUDDIES YOU MAY KNOW

wouldn't that be the memberlist?
How is the system supposed to pick the list?
because unlike some of the social media sites, the forum does not collect information about the user to match "people you might know"
