Can I use my own (procedural PHP) login function to log members into SMF?

I am not a programmer, but I know enough PHP/MySQL to have written a basic database membership script in procedural PHP.  It works fine.  I don't know anything about OOP, sorry   "Hooks" might as well be Martian warp drives.

Is there a relatively simple way I can just use my own login script -- which sets both cookies and _SESSION variables -- to authenticate SMF login?

Yes you can SMF as of right now is not OOP.   check out the function database http://support.simplemachines.org/function_db/
