Hi , i am trying to install smf 2.0.13 , i did everything true but my website seen like this : hxxp:seomeo.net/index.php [nonactive]  ( Without Css )

Can anyone help me?

You need to run repair_settings.php.
When in Emor, do as the Snamors.
