Where exactly is the setting for newsletter mail queue function?

Hello. I have serached for ages and found many people with issues about sending out newsletters but no where have I found exactly where you can limit/throttle or otherwise slow down the sending of newsletters.

My host limits me to 300 emails per hour and I have over 1000 members on my forum...

So where is the setting to select X sends per hour (where X is the number of mails sent )
